The City of Norman was one of 651 State and local Participating Jurisdictions (PJs) that qualified for an annual HOME Investment Partnerships Program (HOME) allocation for FY 2021. As a HOME PJ the City of Norman was designated to receive a HOME American Rescue Plan (HOME-ARP) grant in the amount of $1,516,500. It was determined by a citizen participation process that the best use of these funds is for permanent supportive housing.

Approval of purchase and sales agreements of two parcels in the area of Triad Village and Drive and 12th Avenue SE have recently been made by Norman City Council. Proposed plans for these areas include the establishment of permanent supportive housing and are largely funded by federal dollars. Each parcel would likely contain around 12-24 units, depending on the ultimate design and layout of each project. Projects are in very early stages and staff estimates at least 18-36 months before they would come on-line. Due diligence phases of agreements are currently underway. More information will be made available to the community as it is solidified.

Permanent Supportive Housing is permanent housing in which housing assistance and supportive services are provided to assist households with at least one member with a disability in achieving housing stability. Permanent Supportive Housing units are not in any way homeless or emergency shelters.

The announcement of agreements follow in-depth housing analysis as part of the AIM Norman Comprehensive Planning process, recommendations of the Home Base Strategic Plan, HOME Investment Partnerships Program, and the unveiling of the 2025-2029  Consolidated Plan – a planning approach to identify and address the needs of low-to- moderate income residents of Norman and a product of public outreach, public hearings and consultation with local agencies that serve the needs of applicable residents.

Programming Process

To formally accept and program these funds the City of Norman is required to undergo an extensive consultation process with the general public as well as HUD designated focus groups. The result of these efforts will be included within the development of a HOME ARP Allocation Plan which will be reviewed and approved by the Norman City Council prior to submittal to HUD.

 

The first step in this process is a Public Hearing which was held at 6pm on December 14, 2022 in the City Council Chambers, 201 W. Gray. At this meeting the general public had the opportunity to provide input for eligible activities for these funds. 

 

The timeline for the consideration of the HOME ARP funds is as follows:

January 4, 2023 – CDBG/HOME Public Hearing 

January-February – Consultation Meetings

February 28, 2023 – City Council Study Session Presentation

March 1-March 20, 2023-Public Comment Period - Allocation Plan

March 14, 2023 – Public Hearing at City Council Meeting for Substantial Amendment to B21 Action Plan

March 31, 2023 – HOME ARP Allocation Plan due to HUD for consideration
