Mission:
The mission of the Department of Planning and Community Development is to develop, implement, and oversee a comprehensive urban planning process that emphasizes interdepartmental collaboration and support in the preparation of plans and programs. The Department is also committed to protecting the health, safety, and welfare of the citizens of Norman through the consistent and effective enforcement of City codes and ordinances.
The Department of Planning and Community Development supports and guides the City’s growth while striving to enhance the quality of life for its residents. This mission is accomplished through active public engagement, effective code enforcement, and both short- and long-term planning initiatives.
The Department is organized into five divisions: Current Planning, Development Services, Geographic Information Services (GIS), Community Development Block Grant (CDBG), and Code Compliance.
The Department of Planning and Community Development provides professional and administrative support to the City Council, Planning Commission, Board of Adjustment, Reapportionment Commission, Historic District Commission, and Board of Appeals.
The Department is responsible for the development, maintenance, and periodic updates of the City’s Comprehensive Land Use Plan and other planning documents. Additional responsibilities include reviewing rezoning, subdivision, and building permit applications; ensuring the timely processing and hearing of requests reviewed by various boards and the City Council; enforcing codes and ordinances related to public health, safety, and welfare; maintaining and updating the City’s regulatory framework; and administering federal grants related to housing and urban development.
