The study, conducted in two phases, would include market, operational, financial, economic, and social impact analyses of a multi-use facility that may house spaces for a performance theatre, exhibition space, administrative offices, storage, classrooms/studios/rehearsal spaces, public spaces and green spaces. The unit price must be stated on all items and all totals extended, if required. BIDDER GUARANTEES UNIT PRICES TO BE CORRECT. To receive consideration, bids must be submitted on the City of Norman “Form for Bidders” and “Bidders Proposal” (if applicable), which are hereby made part of this Invitation to Bid. Bidders should submit one original and one duplicate Form for Bidders and Proposals. Discount and delivery date (if any) must be plainly stated on the Form for Bidders and Bidders Proposal.
Alternate bids may be considered. If bidding an alternate, so state on the face of the Form for Bidders and fully describe the product and include Manufacturer’s Literature. Unless the bidder identifies on the Form for Bidders that an alternate is being bid, the bidder will be expected to construct the project as specified. Alternate bids shall not be substituted to circumvent the specifications.
Bids shall be made in accordance with the Notice to Bidders, Requirements for Bidders, Plans, Specifications, and Bidders Proposal, which are on file and available for examination at the Office of the Parks and Recreation Department and are made a part of this notice as though fully set forth herein, a copy of which may be obtained from the Office of the Director of Parks and Recreation. All bids shall remain on file for at least forty-eight (48) hours thereafter before a contract shall be made and entered into thereon.
Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays, before the time set for opening of bids, as well as bids received after the time set for opening bids, will not be considered and will be returned unopened.
A surety bond in the amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder. Any and all deposits will be returned to the unsuccessful bidders upon Council award of the bid.
The Affairs of the City of Norman, whether in the conduct of its governmental or proprietary functions, involve the health, safety and welfare of the public; and because the item(s) specified are necessary and proper for the conduct of said affairs, any delay in the delivery of the item(s) being bid can jeopardize the health, safety and welfare of the public, and can result in the incurring of additional expenses to the City. For these reasons, it is understood by the bidder that the duration of time from the date of the City of Norman’s Purchase Order to the date of delivery of the item(s) being bid herein is considered to be an integral part of this bid and may be considered in awarding the contract.
All bids will be awarded by Section or Sections whichever is in the best interest of the City. The City of Norman reserves the right to reject any and all bids, or parts of bids, and to waive any or all formalities of the bidding process. All bids are public records and are available during regular office hours.
When submitting bids, corporate entities are required to comply with State law regarding authorized signatures:
- State statute requires that bids “be signed by the chair or vice-chair of the Board of Directors, or the President, or by a Vice President, and attested by the Secretary or an Assistant Secretary; or by officers as may be duly authorized to exercise the duties…” 18 O.S. § 22
- However, if some other official with the corporation, such as a secretary signing a document, such signature needs to be accompanied by a certificate or a copy of a resolution adopted by the Board setting forth the authority of that individual to execute a contract.
- With respect to limited liability corporations, every manager is an agent of the company for the purpose of business and binds the limited liability company. Therefore, instruments and documents shall be valid and binding upon the limited liability company if executed by one or more of its managers. 18 O.S. § 32
- As set forth above when submitting bids, certification adhering to the state statutes should accompany documents being turned in for review.

Surface preservation treatment consists of an engineered mixture of aggregates, clay, polymers, additives, and asphalt emulsion designed to extend the service life of asphalt pavement. BIDDER INFORMATION
Award of contract shall be to a Contractor based on prices received on the BID PROPOSAL FORMS. Individual project sites will be designated by the City Engineer or their designated agent and work orders will be issued to the Contractor. The City Engineer expressly reserves the right to assign work orders at their sole discretion based upon the best interest of the City of Norman.
All projects shall proceed as directed in order of priority for each “work order” and the contractor will have fifteen (15) days to begin said work. Failure to begin in the allotted time will cause payment to be withheld for other completed work. Work orders shall be issued based upon the sole determination of the City Engineer or their designated representative.
The purpose of the Citywide Sidewalk Reconstruction Project is to assist property owners in repairing existing sidewalks, and constructing new sidewalks. Property owners who wish to participate in this Sidewalk Program will pay 50% of the City of Norman estimated cost.
The quantities listed on the bid schedule are estimated. It is not currently known how many citizens will participate in this program. The number and location of these sidewalk projects are not known at this time. The final contract amount will be dependent on the number of citizens that participate.
This will be a “Work Order” type contract. A work order will be issued on an “as needed basis” based on the number of citizens that participate.
The Citywide Sidewalk Reconstruction Project will follow these steps:

- A citizen, will complete an application for a sidewalk repair or new sidewalk.
- The city will inspect the site and prepare an estimate, based on the base bid for quantities.
- The citizen will pay 50% of this cost estimate to the city.
- The city will consolidate and maximize the number of sidewalk repair sites in a zone if possible before issuing the work order to the contractor. See Appendix C.
- The contractor will initiate the work order within 15 business days from issuance. However, the contractor may request an extension under unique circumstances. The City Engineer will be the final decision authority on extension requests.
- Construction will commence. The City will inspect the work during and/or after construction.
- The contractor will submit an Application and Certification for Payment form for completed work only and based on actual quantities.
- Payment will be processed.
The purpose of the Sidewalk Accessibility Project is to create ADA accessible routes in needed areas. Contractor must be capable of forming and pouring concrete sidewalks and wheel chair ramps which meet current ADA Specifications without the guidance of the inspector.
The Sidewalk Program for Schools and Arterials will construct new sidewalk for pedestrian routes to schools.
The City Sidewalk Reconstruction Project In-House Repairs is to perform repairs to sidewalk, ramp, and curb as needed for City of Norman responsible locations throughout the City.
The Downtown Area Sidewalks and Curbs Program are sidewalk, ramp, and curb repair work in specified locations in the downtown area.
The Sidewalks and Trails Project are sidewalk, ramp, and curb repair work in specified locations primarily along arterial road routes.

The City has a non-profit mileage reimbursement program for agencies who transport persons experiencing homelessness. This program is designed to provide limited transportation reimbursement to qualified non-profit agencies who provide transportation services to specified program locations for individuals and families in Norman who are currently or who have recently experienced homelessness.
