Pet Licensing

Pet licensing is an essential part of animal care and control in the Norman community. Norman City Ordinance requires all dogs and cats, age six months and older, to be licensed within 30 days of being in the City of Norman. 

Pet licenses can be purchased online, by mail, or in-person at the Norman Animal Welfare Center. 

In-person pet licensing services are available at the Norman Animal Welfare facility by appointment. To schedule an appointment, call 405-292-9736. Walk-ins will be accommodated if space is available.

  • Complete and enclose the Pet License Application with all other required paperwork
  • Make a check or money order payable to Norman Animal Licensing. Do not send cash. 
  • Mail your paperwork and payment to: Norman Animal Licensing c/o PetData, PO Box 141929, Irving, TX 75014-1929

Purchase License In-Person

Licenses are valid for one or three years, with fees charged accordingly. All pet licenses expire on the last day of the month, as long as the rabies vaccination is valid for the same time period. Licenses will not be valid beyond the last day of the month in which the vaccination expires. 

Pet License Requirements

To license your pet with the City of Norman, you need:

  • A current rabies vaccination certificate
  • Proof of spay or neuter, such as a signed statement from a veterinarian or an invoice for services is required if the pet has been altered since the last licensing period and you are applying for the lower spayed or neutered license fee.
  • Senior citizens age 55 and over must provide their date of birth to receive a discounted license rate.

All paperwork will not be returned to you, so please retain a copy of your documents for your records.

Update Your Pet License Information

Keeping your personal information up to date ensures that you can be reached in case your pet is ever found away from home. You can quickly update your personal information including name, address, phone number, and email address online

We also encourage you to keep your pet's information up to date to ensure an accurate description of your animal is on file in the event that he or she is ever lost. You can update your pet's information, ownership status, and rabies vaccination information online

Payment for your license is due within 30 days of the expiration of your current license. If you are licensing for the first time, you must purchase a license within 30 days of obtaining a pet, age six months and older, or within 30 days of moving into the City of Norman.
