Community & Staff Services

The Community and Staff Services Bureau is centered on community outreach and the implementation of a holistic approach to derive solutions for the community's most pressing concerns regarding public safety. 

The Community and Staff Services Bureau is commanded by Major Chad Vincent and the two divisions are each headed by a Captain. Together, the two divisions include 21 commissioned police officers and 19 civilian employees. The bureau maintains a number of critical staff functions that support daily operations. 

This Bureau will work to address the community's most imminent areas of concern, which will be identified in partnership with our police officers, crime analysts, and valued community input. NPD aims to work alongside the community to identify and resolve root causes of criminal activity and community harms to reduce crime and improve quality of life for all of Norman. 

Community and Staff Services Elements

Personnel and Training Division

The Personnel and Training Division is part of the Community and Staff Services Bureau. Under the leadership of a Captain and one Lieutenant, the division encompasses payroll, personnel, training, records management, and crime analysis. 

Three commissioned officers are assigned to this Division as well as 12 civilian employees. 

PACE (Proactive Crime Enforcement) Section

A function of the new Community and Staff Services Bureau, PACE (Proactive Crime Enforcement) works to address the community's most imminent areas of concern. The unit works in partnership with the community and other divisions of the police department to develop short and long term solutions for criminal activity and social harms. PACE started in February 2022 with two police officers and can have up to 10 police officers assigned. It is lead by one lieutenant.

Community Services Section

The Community Services Section is part of the Community and Staff Services Bureau. The section is under the leadership of one lieutenant and up to two commissioned officers can be assigned to the section. 

Community Outreach collaborates with Norman residents, visitors, businesses, and community groups to build inclusive community relationships through engagement and educational programs or activities. 

Parking Section

The Parking Section is part of the Community and Staff Services Bureau. The section is under the leadership of one lieutenant. Four, full-time and one part-time civilian are assigned to the Parking Services Unit to mitigate traffic congestion and promote parking turnover. 

School Resource Officer Section

The School Resource Section is part of the Community & Staff Services Bureau. The section is under the leadership of one lieutenant. Eight police officers are currently assigned to this section with one in each of the four middle schools and two in each high school.
