Policy Review Procedures - Title VI Program of the 1964 Civil Rights Act and Disadvantaged Business Enterprise (DBE) Program

As a recipient of federal funding through the United States Department of Transportation (USDOT), the City of Norman's Public Transportation division is required to develop and maintain policies in accordance with both the Title VI Program of the 1964 Civil Rights Act and the the Disadvantaged Business Enterprise (DBE) Program of Title 49 of the Code of Federal Regulation Part 26 (49 CFR Part 26). Every three years staff review these policies to ensure compliance with any updates to federal regulation and evaluate current policy goals in relation to community demographics. As part of this review the final draft of each revised policy are provided to the public for feedback. 

This page outlines our current Title VI Program, which can always be found on the main Transit & Parking page, and provides links to the final drafts of the recently reviewed and revised Title VI Program Policy and Disadvantaged Business Enterprises Program Policy.

About Our Current Civil Rights Title VI Program

The City of Norman operates its programs and services without regard to race, color, national origin or any other characteristic protected by law including Title VI of the Civil Rights Act of 1964. The City of Norman also operates its programs and services in compliance with the American’s with Disabilities Act and Federal Transit Administration guidelines for the provision of services to individuals with disabilities.

If you believe you have been wronged by any unlawful discriminatory practice under Title VI, you may file a written complaint with the City at City of Norman Title VI Officer, ATTN Public Works,  P.O. Box 370, Norman, OK  73070.

In accordance with 49 CFR Part 21, the City of Norman invites the public to review the proposed Title VI Program and submit comments. The Title VI program applies to transit services and is required to be updated every 3 years.

A complete description of the proposed program is available for public inspection for 30 days. Comments will be received for 30 days from the date of this notice. The last day comments will be received will be February 19, 2024. The proposed program is available below or at the City of Norman Development Center, Public Works, 225 North Webster Avenue, between 8 a.m. and 5 p.m. Monday through Friday, excluding holidays.

PUBLIC NOTICE: City of Norman Public Transit Disadvantaged Business Enterprise (DBE) GOAL for FFYs 2024-2026

In accordance with 49 CFR Part 26.45(g), the City of Norman invites the public to review the proposed DBE goal and submit comments. The City of Norman has proposed an overall goal of 2% for Disadvantaged Business Enterprises (DBE) participating in U.S. Department of Transportation, Federal Transit Administration (FTA) assisted contracts. The DBE goal applies to applicable professional services, construction and procurement contracts during FFYs 2024-2026, beginning Oct. 1, 2023, and ending Sept. 31, 2026.

A complete description of the proposed goal and its rationale are available for public inspection for 30 days. Comments will be received for 30 days from the date of this notice. The last day comments will be received will be February 19, 2024.
