The City of Norman is happy to announce that all food, beverage, and medical marijuana Business Licensing is now available through an online portal. This will allow new and current Business owners to apply and renew their licenses online.

Note:  Credit/ACH/e-check payment types all have applicable fees that will apply to a transaction.  Those fees are charged by the processor and not the City of Norman for this service of payment types.  Cash and Check can be accepted at the City offices. 

Helpful tips:

  • Register your current or new Business License online by logging into the portal, once you have registered you will receive a link to verify/confirm your email address.
  • Once you have verified/confirmed your email address, you may then log into the portal and start the application or renewal process. Some licenses require certain documents to be uploaded in order to be approved.  

    Below is a short list of documents that may be required depending on the type of license you are applying for or renewing.

    NOTE:  Even if you do NOT have all of the required documents for your application, you can skip that part of the application process and submit your application so that whatever inspections are necessary can get scheduled and once you receive those documents they can be uploaded at a later time.  Do not wait to submit your application as this could delay the City of Norman business licensing process.

Information regarding Business Licensing

Alcohol Licensing and Certificate of Compliance Information

Contact the City Clerk License Administrator regarding Winemaker Licensing requirements. 

The Certificate of Compliance for all licenses requiring an ABLE license to sell alcohol will be issued by the City Clerk's office.  The inspections required are signed off through our new self-service portal by each department and therefore a wet signature is no longer needed.  Once all needed inspections for your license type have been completed and passed, the City Clerk's office will email you the Certificate of Compliance form that you need to submit with your ABLE application. You can also come in person and pick up the Certificate of Compliance document if you prefer.

Massage Therapy/Bodywork Services Establishment - **NEW**

REQUIRED DOCUMENTS: 

PHOTO IDENTIFICATION (DRIVERS LICENSE OR PASSPORT) 

OSBI BACKGROUND CHECK (MUST BE DATED NO MORE THAN 30 DAYS PRIOR TO DATE OF APPLICATION)

How much is a license and when must I get one? Beginning April 1, 2026, every massage or bodywork services establishment in Norman must have a license to operate. The initial fee for the license is $50. The license must be renewed annually for a fee of $25. 

Who does it apply to?  Massage therapy and bodywork establishments (defined as “any establishment having a source of income or compensation derived from the practice of massage therapy or bodywork services and having a fixed place of business). 

What is massage therapy? The skillful treatment of the soft tissues of the human body (Note: the definition is the same as state law which requires massage therapists to be licensed by the Oklahoma Board of Cosmetology and Barbering)

What are bodywork services? Any service offered for compensation or gratuity involving manipulation, pressure, or movement of the human body, including, but not limited to, reflexology, acupressure, Thai bodywork, shiatsu, or similar modalities. 

How do I get a license?  Applicants will be able to apply for a license on the City’s website (https://devnorman.normanok.gov/Portal/Account/Logon) beginning March 1, 2026.

What are the requirements for massage therapy and bodywork services establishments?  

  • Keep all client contact items and work areas clean and disinfect between sessions.

  • Post the prices for your services in a prominent location in your establishment or on your website

  • Keep a list of all persons employed as massage therapists or bodywork service providers and post it in your establishment. Keep copies of any applicable licenses issued by the State Board of Cosmetology and Barbering.

  • Keep client information confidential (some exceptions apply)

  • Maintain an appointment book for at least three years from the date of service. 

  • When disposing of client records, make sure you prevent disclosure of personal information

  • Obtain written consent from clients prior to receiving treatment.

  • Only employ licensed massage therapists for massage therapy

  • Observe CDC universal precautions in the event of exposure to blood or bodily fluids

  • Dress appropriately – clean, fully clothed, professional

  • Launder sheets and towels 

  • Operate between the hours of 8:00am and 10:00pm

  • Truthful advertising

  • No employees or patrons under 18 years old without parental consent or presence.

  • No provision of alcoholic beverages on-site without an ABLE license 

  • Engage in professional conduct - See Section 20-3305(m)

  • Services other than fully clothed seated massages must be provided in a space with a door that is not capable of being locked. 

  • No person may reside, inhabit, or otherwise sleep overnight at a licensed establishment.

  • No treatment of areas with open cuts, lesions or signs of infection. 

Who can’t get a license? No license will be issued to an establishment if:

  • The applicant(s) has been convicted of certain criminal offenses within the last 5 years provided the applicant(s) has not had any subsequent felony convictions of any nature 

  • The applicant(s) has knowingly made any false, misleading or fraudulent statement of fact in the application or in documents provided to the City related to the license 

  • The applicant(s) has had a similar permit or license denied, revoked or suspended by the City or any other State or local agency within the last 5 years 

  • The applicant(s) is not at least 18 years old. 

Who is exempt from getting a license for establishments where massage or bodywork services are provided? 

  • Physicians, surgeons, chiropractors, osteopaths, or physical therapists who are licensed in Oklahoma to practice their respective professions

  • Nurses registered under the laws of Oklahoma

  • Licensed barbers and beauticians if massaging only the neck, face, scalp and hair; or manicurists and pedicurists if massaging the hands or feet of the patron for cosmetic or beautifying purposes

  • Licensees or students enrolled in an educational course or program, services provided by an employer for the benefit of its employees if offered to employed only during an employer sanctioned event.

  • Students practicing internships at a licensed massage school under supervision of a qualified instructor.
