Police Records & Permits

The Records Section is the central repository for all Norman Police Department reports and related records. A critical function of the department, the Records Section operates seven days a week to fulfill the production and release of necessary incident and collision reports. 

Permits and variance requests are also administered through the Records Section.

The Norman Police Department Records Section is located at 112 W. Daws Street and is open to the public Monday through Friday from 8AM to 5PM. The Records Section is closed Saturdays and Sundays along with certain holidays.

Most requests received will be processed within 48 hours of the receipt of request and payment. Video redaction, audio and photo processing time will vary. Due to current staffing constraints, all requestors are asked to mail in a copy of their request form with proper payment.

  • Uninvolved Party; Certified: $1 per page

Permits

Alarm Permit

All Norman residents who have a residential or commercial alarm system are required to maintain an Alarm Permit through the Norman Police Department. 

Alarm Permits are valid July 1 through June 30. The fee for a new alarm registration is $25 and the annual renewal fee is $10.

Noise Variance Permit

Are you seeking a Noise Variance Permit for your upcoming event or activity?

To request a permit, complete the Noise Variance Permit Form. Completed forms can be emailed to rclerk@normanok.gov or submitted in-person at the Norman Police Department Records Section. 

The application fee for a Noise Variance Permit is $25. Payment (cash, check, or credit card) must be made in-person at the Norman Police Department Records Section. 

Important reminders about Noise Variance Permits:

  • Applications for Noise Variance Permits must be submitted at least two weeks prior to the scheduled date of the event or activity. 
  • No more than seven Noise Variance Permits will be approved at the same premises or location per calendar year.

  • No variance for entertainment or recreational purposes shall be permitted earlier than 7AM or later than 11PM Sunday through Thursday and 12AM (midnight) on Friday and Saturday.

Parade Permit

A Parade Permit is required for all parades hosted in Norman.

To request a permit, complete the Parade Permit Form. Completed forms can be emailed to rclerk@normanok.gov or submitted in-person at the Norman Police Department Records Section. 

The application fee for a Parade Permit is $25. Payment (cash, check, or credit card) must be made in-person at the Norman Police Department Records Section. 

An application for a Parade Permit must be submitted at least two weeks prior to the proposed event.

Parking Variance Permit

Are you in need of a special use permit relating to parking? 

To request a Parking Variance Permit, complete the Parking Variance Permit Form. Completed forms can be emailed to rclerk@normanok.gov or submitted in-person at the Norman Police Department Records Section. 

The fee for a Parking Variance Permit for one to three spaces is $25 per week. The fee for each additional one to three spaces will be $25 per week. Payment (cash, check, or credit card) must be made in-person at the Norman Police Department Records Section.

Street Closure Permit

Are you seeking a permit to close a portion or all of a roadway?

To request a Street Closure Permit, complete a Street Closure Permit Form. Completed forms can be emailed to rclerk@normanok.gov or submitted in-person at the Norman Police Department Records Section. 

The fee for a Street Closure Permit is $25.

An application for a Street Closure Permit must be submitted at least two weeks prior to the proposed event and include a map detailed with barricade and signage plans.

Taxi Permit

All public transportation ride service providers operating in Norman are required to obtain a Taxi Permit. 

To obtain a Taxi Permit, complete the form and submit it in-person at the Norman Police Department Records Section. The fee for a Taxi Permit is $35.

Trespass Enforcement Authorization Agreement

The City of Norman Trespass Enforcement Authorization gives NPD officers the authority to act as the property owner’s representative for the sole purpose of enforcing the City’s trespassing ordinance. This would allow officers to cite individuals who are trespassing on private property without the need for the property owner to physically sign the citation issued.

To initiate this agreement, a property owner must:

  • Complete Trespass Enforcement Authorization Form
  • Attach a copy of a map showing the property boundary of the subject property and the proposed location of where on the property the signage will be placed
  • Attach a copy of the property’s current deed, lease, or other document evidencing ownership or control of the property
  • Bring the completed form and attachments to the NPD Records Division, 112 W. Daws Street. A notary is available onsite.

Property owners wishing to utilize this authorization form must also post signage using the designated signage available for purchase at the Norman Police Department Records Division, 112 W. Daws Street. Each sign is $20.

Citizen Ride-Along Program

About the Citizen Ride-Along Program

The Norman Police Department Citizen Ride-Along Program allows members of the public to ride-along with members of the department to observe and experience first-hand the various functions of the Department. During a ride-along, the citizen will ride as a passenger with an officer on patrol or observe the work day of members engaged in other functions of the department, such as the Communications Division. 

Ride-alongs are available to Norman residents and business owners, students currently enrolled in classes in Norman and those employed within the City of Norman on most days of the week from 10AM to 11PM. Exceptions to this schedule may be made as approved by the Chief of Police or the Watch Commander.

The Citizen Ride-Along Program is currently suspended due to our ongoing Police Training Officer (PTO) program.

How to Request to do a Citizen Ride-Along?

To request to do a ride-along, the applicant must come to the Norman Police Department, 201 W. Gray Street - Building B, to complete and sign a ride-along waiver form. The applicant must also present a valid state-issued identification card or driver license number, birthdate, address, and telephone number. The application must be completed at least five business days prior to the requested ride-along date and time. If an applicant's request is denied, a representative of the department will advise the applicant of the reasoning for the denial. 

An applicant can be disqualified for any of the following reasons:

  • Age: One must be at least 18 years of age to participate
  • Prior Criminal History
  • Pending Criminal Action
  • Pending Lawsuit against the Norman Police Department or City of Norman

Approved applicants are only allowed to ride-along once every six months.

Citizen Ride-Along Program Guidelines

The following Citizen Ride-Along Program Rules will apply to all who are approved for a ride-along:

  • Ride-along passengers must wear business or business casual attire. No shorts, jeans, tank tops, and sandals are permitted. Attire must be free of any offensive language or symbols. 
  • Ride-along passengers must conduct themselves in a civil and professional manner and refrain from language or engage in acts that are offensive in nature. 
  • Ride-along passengers are under the direct control of the police officer and shall not interfere with officers while performing their duties. 
  • Ride-along passengers are authorized to observe only. 
  • Ride-along passengers may not accompany an officer into a private residence without the permission of the property owner or authorized representative, unless their presence is required to assist the officer. 
  • Passengers are not permitted to carry firearms while participating in a ride-along. 
  • Ride-along passengers are not permitted to carry or use any cameras, video or audio recording devices while participating in a ride-along.
