Social and Voluntary Services Commission Funding Request

As part of the City of Norman's 2026-2027 budget it has been proposed the Social and Voluntary Services Commission (SVSC) be allocated $253,000 in funding. These funds will be awarded to eligible 501(c)(3) organizations that provide services to the Norman community.

To be considered for funding, applicants must submit one original application no later than 5:00 p.m. on May 29, 2026. In addition to the completed application, the following materials must be submitted via email to SVSC@normanok.gov:

  • The organization’s most recent IRS Form 990, or financial statements (profit/loss), prepared by a CPA
  • The agency’s operating budget for the award year, along with the proposed project budget for the requested funding
  • A current list of board members, including names, professions, and term lengths
  • A current list of staff members, including position titles, and identification of a designated backup contact person for this grant

Award notifications will be distributed at the end of July.

All funding awards are issued on a reimbursement basis and must be fully expended by July 15, 2027. Eligible uses of funds include operational and administrative expenses.

Organizations selected for funding will also be required to submit a brief (no more than 200 words) summary of their mission, along with a photo or graphic, for presentation to City Council members.

Please note this grant funding will be on a reimbursement basis.  Payment will be made after an invoice and supporting documentation are provided. All expenditures must be made during the period of July 1, 2026 and June 15, 2027 to be reimbursed.

Please Note: Due to the increased demand for the SVSC funds, on March 25, 2019, the Commission voted to limit the maximum funding per agency to $10,000.

  • If your agency serves clients other than residents of the City of Norman, please describe the methodology where funds provided by the Social and Voluntary Services Commission will be limited to use by Norman citizens.

  3. Are there strategies, other than increases in funding, that you recommend addressing the gaps?

In addition to the information included in this form, you must also submit the following information:
