PRO Housing Grant

Application & Information

Beginning in 2023 the Department of Housing & Urban Development began offering  Pathways to Removing Obstacles to Housing (PRO Housing), a grant that seeks to address and remove obstacles for affordable housing.Pathways to Removing Obstacles to Housing (PRO Housing) supports communities who are actively taking steps to remove barriers to affordable housing, such as:

  • Barriers caused by outdated zoning, land use policies, or regulations;
  • Inefficient procedures;
  • Gaps in available resources for development;
  • Deteriorating or inadequate infrastructure;
  • Lack of neighborhood amenities; or

Challenges to preserving existing housing stock such as increasing threats from natural hazards, redevelopment pressures, or expiration of affordability requirements.

The City of Norman applied for the PRO Housing grant opportunity in 2024, and was awarded $1 million in grant funding. The City applied to undertake the following projects:

  • Update City of Norman Zoning Code & Subdivision Regulations
  • Develop and adopt a Neighborhood Pattern Book of Pre-Approved Housing Designs
  • Conduct a Parking Study
  • Produce and Affordable Housing Action Plan

PRO Housing Grant Application

As part of the application process the City of Norman published legal notice of its intent to apply, and requested public comment. A Public Hearing was held on October 4, 2024 in Room A of the Development Center from 11am-1am. Resolution 2425-51 was passed by City Council on October 8, 2024 to apply for the grant.
