Housing Rehabilitation Programs

The City of Norman's Housing Rehabilitation Programs are funded by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) program. These programs have funded over $4,000,000 of rehabilitation work in Norman since 1977. The Rehabilitation Programs offered are an Emergency Repair Program and an Accessibility Modification Program. Programs

Emergency Repair

The Emergency Repair Grant Program is designed to address an area of urgent need which directly affects the immediate health, safety, or sanitation of the occupants of the structure. Typical projects are replacement of the roof, HVAC system, water/sewer line replacement, or electrical issues. This program is open to owner-occupied households.

Accessibility Modification

The Accessibility Modification Program offers modifications to your home to make it more accessible. This program is open to owner-occupied households or rental properties. Typical projects include ramps, widening of doorways, and installation or grab bars or hand rails. 

Eligibility Qualifications

  • Your home must be within the City of Norman city limits.
  • For owner occupied households you must have owned the home for at least 1 year.
  • You must not owe any property taxes.
  • Your home cannot be in a FEMA flood zone.
  • Your household income cannot be more than the 80% area median income limit set by the Department of Housing & Urban Development.

List of Documents Required to Apply

  • Photo Identification
  • Social Security cards of all household members
  • Most recent Mortgage Statement
  • Proof of income. This may include: pay stubs, social security award letter, SNAP letter, VA benefits, Alimony, Child Support, Worker's Compensation, Rental Income, Unemployment benefits, and any other income streams not listed.
  • Proof of any assets. This may include: checking account and savings account information, investment accounts, retirement accounts, real estate, annuities, and any other assets not listed.
  • 3 months of bank account statements.
  • If you file taxes provide copies of the most recently filed tax state and federal tax returns.
