Councilmember Trey Kirby is a lifelong resident of Ward 5 in Norman, where he was raised with a strong foundation in hard work, faith, and community. His upbringing in the area fostered a deep and lasting connection to both the land and the residents he now represents.
Trey and his wife, Heather, own and operate Kirby Land and Cattle, a local agricultural business focused on livestock production and service to the community. His experience in agriculture, the trades, and small business provides a practical, real-world perspective on the challenges facing local families, landowners, and business owners.
Trey and Heather are proud parents and grandparents, and their family remains central to their lives. His service on the City Council is guided by a commitment to preserving community values and strengthening Norman for future generations.
Ward 5 consists of mostly rural area and covers the largest land mass of all the wards in Norman. The Ward starts at approximately 36th Avenue East excluding a small section between Alameda and Lindsey where the western boundary is 48th Avenue SE. South of Lindsey Street the western boundary is 24th Avenue East and south of Imhoff Road the western boundary is Classen Boulevard. The eastern boundary continues east to the far side of Lake Thunderbird and encompasses Little Axe with the east border being as far out as 180th Avenue.
Councilmember Kirby began his official service with the City of Norman as Councilmember for Ward Five on April 14, 2026.
Councilmember Kirby serves on the Council Oversight Committee and the Community Planning and Transportation Committee and represents Council on the Animal Welfare Oversight Committee.
