
Councilmember Rarchar Tortorello is an Air Force veteran who was awarded the Airman’s Medal for heroism involving voluntary risk of life while assigned to 4404th Wing in Saudi Arabia. During his time at Tinker Air Force Base, he was assigned to the 38th Engineering Installation Group, 3rd Combat Communications Group, and the 552nd Air Control Wing between 1993 and 2007.
Ward 5 includes that portion of the City East of a line beginning at a point where the South Boundary of the City intersects with Classen Boulevard (Post Oak Road); thence Northwest along Classen Boulevard to State Highway 9; thence Northeast on State Highway 9 to 24th Avenue S.E.; thence North on 24th Avenue S.E. to Lindsey Street; thence East on Lindsey Street to 36th Avenue S.E.; thence North on 36th Avenue S.E. and 36th Avenue N.E. to Franklin Road; thence West on Franklin Road to 24th Avenue N.E.; thence North on 24th Avenue N.E. to the intersection with the Northern boundary of the City (Indian Hills Road). Ward 5 encompasses all of the City of Norman East of this line.
Rarchar has lived in Oklahoma since 1993 and in east Norman since 2004. He’s the proud dad of two girls and attends Victory Church in Norman.
As a volunteer, Rarchar has helped lead Norman’s Volunteer Emergency Response Team. This citizen group educates and trains people to deal with emergency and disaster situations. They support police departments, fire departments, and local citizens during and after emergency/disaster events.
Councilmember Tortorello serves on the Finance Committee and acts as the Council liaison on the Animal Welfare Oversight Committee.
