Councilmember Robert “Bob” Bruce and his wife of 39 years have resided in Ward 3 for over 23 years, where they raised three children and built lasting ties to the community. He serves the residents of Ward 3 with deep respect and dedication, bringing over four decades of disciplined leadership, public service, and strategic stewardship to the role. A retired Lieutenant Colonel and former civilian leader at Tinker Air Force Base, his career spans intelligence collection and reporting, federal acquisition and contracting, and organizational operations and oversight.
A graduate of Oklahoma State University, Bob holds a Master of Science in Contract Management (specializing in Contracting and Acquisition Management) from the Air Force Institute of Technology. His professional education also includes Air War College, Defense Systems Management College, and Air Command and Staff College, along with multiple Department of Defense and Air Force leadership programs.
Now retired from federal service, Councilmember Bruce is focused on city operations and committed to Norman’s future. He is a servant leader steadfast in his pursuit of inclusive and representative governance for all Ward 3 residents, grounded in transparent decision-making and legacy-minded planning. His approach to public service reflects the same standards that guided his military and civil service careers: respect for others, disciplined stewardship, and a belief that strong communities are built through collaboration, principled execution, and continued care.
Councilmember Bruce will listen with understanding, lead with clarity, and work to ensure Norman becomes more resilient, more connected, and more forward-looking. He will champion responsible economic development that protects individual liberty, expands opportunity, and honors the needs and aspirations of families, neighbors, business owners, and the broader community—all while advancing Norman as a fully ADA-accessible city that empowers every resident to thrive independently and participate fully, supported by care and respect.
