Councilmember Kelly Lynn has lived in Norman for over 20 years. Captain Lynn joined the Army National Guard in 2007. After spending three years as an enlisted soldier, he was recruited to Officer Candidate School. He graduated from the Alabama Military Academy with his commission in 2010 and became a Field Artillery Officer. For many years, Captain Lynn served as the Oklahoma National Guard Officer Candidate School Senior Instructor, the State’s premier military leadership school. In 2017, Captain Lynn was deployed to a front-line combat unit in Afghanistan. He received many commendations, including a Meritorious Service Medal for his leadership capturing Taliban terrorists.
While balancing his military service with family life, Kelly was also able to complete his formal education. In 2009 he graduated from John Brown University with a degree in Organizational Management and then attended Oklahoma City University Law School, graduating in 2013. Kelly has a general legal practice here in Norman.
Ward 3 begins at a point where the South boundary of the City intersects with Interstate Highway 35; thence North on Interstate Highway 35 to Robinson Street; thence West on Robinson Street to 36th Avenue N.W.; thence North on 36th Avenue N.W to Rock Creek Road; thence West on Rock Creek Road to 48th Avenue N.W.; thence North on 48th Avenue N.W. to Franklin Road; thence East on Franklin Road to Interstate Highway 35; thence North on Interstate Highway 35 to City Boundary. Ward 3 encompasses all of the City of Norman West of this line.
Kelly and his wife Molly have three daughters and one son. Councilmember Lynn serves on the Council Finance Committee and serves as Chair of the Council Oversight Committee.
