POSTED 7/29/25: On 7/22/25, City of Norman contractor RDG presented a set of ideas and patterns for the Norman City Council regarding the possible development options at the main campus of Griffin Memorial Hospital in Norman (900 E. Main Street). The “master plan presentation” was part of services outlined in Contract No. K-2425-93 with RDG, executed in March 2025. The presentation comes on the heels of the adoption of the AIM Norman Comprehensive Plan, and in accordance with principles laid forth as part of that citizen-led initiative. Such conversations are long-running and resume after similar reimagining efforts headed by the Urban Land Institute in 2015.
The City of Norman does not currently own any land or facilities in the discussed area – land located from E. Robinson to Main Street, between 12th Avenue NE and North Carter Avenue. The City of Norman recognizes that for discussed plans to come to fruition, collaborative efforts or partnerships with the State of Oklahoma should be had. There are many ways in which this area could develop, which could include both public and private elements. There is currently no Tax Increment Finance (TIF) District proposal for the purchase or development of this area; there has been discussion of a TIF to assist in the development of public infrastructure should applicable zoning occur in the future and should that scenario be desirable to elected officials.
As plans for Griffin Memorial Hospital remain in flux, the City of Norman continues to monitor news and announcements from the Oklahoma Department of Mental Health & Substance Abuse Services and maintains open lines of communication with this agency. Leadership of the City of Norman desire to stay prepared for new opportunities that could arise as the situation develops, which is why applicable studies and presentations are ongoing.
