Purchase & Sale Agreement for Permanent Supportive Housing project approved by Norman City Council

The due diligence process for the City of Norman to obtain a 1.8-acre parcel for permanent supportive housing is underway, following Norman City Council’s approval of a purchase and sale agreement at the City Council meeting of May 27, 2025.

The land is located at 221 Triad Village Drive and in the proximity of Thunderbird Clubhouse, a nonprofit agency dedicated to serving adults recovering from mental illness. Funding for the project – $400,000 – comes from HOME Investment Partnership Program American Rescue Plan (HOME-ARP) funds, administered by the U.S. Department of Housing and Urban Development (HUD).

Permanent Supportive Housing is permanent housing in which housing assistance and supportive services are provided to assist households with at least one member with a disability in achieving housing stability. Permanent Supportive Housing units are not in any way homeless or emergency shelters.

“As with many developments, the details of this project will evolve over time as more decisions are made by City leadership and as we take responsible steps forward in terms of evaluation and potential partnerships,” said Lisa Krieg, City of Norman Planning & Community Development Department.

The project has been years in the making, with a search for land being one of the final steps of the process.

Upon learning of an awarded $1.5 million of HOME-ARP funds in 2022, the first of two public hearings was held at City Hall. Together, with service providers and participating residents, feedback and ideas were organized to formulate a community-driven Allocation Plan for expending funds in accordance with local strategic plans and in accordance with federal regulations that outline requirements to “perform activities that primarily benefit qualifying individuals and families that are homeless, at risk of homelessness, or in other vulnerable populations.” The below Allocation Plan was approved by the Norman City Council and, subsequently, HUD in 2023:

According to the National Alliance to Ending Homelessness, permanent supportive housing is a proven solution to homelessness for the most vulnerable chronically homeless people. It pairs housing with case management and supportive services.

At completion, the project is foreseen to consist of 12 housing units and will be managed through a qualified operator by lease from the City of Norman.
