The Norman City Council will receive a presentation from Matrix Consulting Group regarding a Public Safety Allocation Study – which focuses on services and operations of both the Norman Police Department and the Norman Fire Department – at the City Council Special Meeting of February 4, 2025. The meeting begins at 5:30 p.m. in the Executive Conference Room of City Hall, 201 W. Gray, and is open to the public.
In May 2023, executive staff of Norman Police and Norman Fire began to research the process of identifying a vendor to conduct an in-depth, strategic public safety resource allocation study that would provide the necessary evaluation, strategic planning, and guidance for the future of public safety in the City of Norman. Following a request for proposal process, a contract with Matrix Group Consulting was approved at the Norman City Council meeting of October 24, 2023.
“The City of Norman has experienced a significant amount of growth and development in recent years and is now uniquely positioned, due to a variety of factors, to experience further expansion in both population and economic development,” said Maj. Chad Vincent of the Norman Police Department. “This significant growth creates excellent opportunities for the City of Norman, but it also requires strategic planning to ensure that the community continues to receive the same exceptional standard of service they deserve.”
Findings within the report are a result of deep data dives, site visits, staff interviews and community feedback over the course of 14 months. Results are expected to include recommendations in areas of staffing levels, service structure and business efficiency. It will complement other long-range planning efforts and studies throughout the City of Norman, to include elements of the Area & Infrastructure Master Plan (AIM Norman).
