Education and Experience: Bachelor’s degree from an accredited college or university in sustainability, natural or environmental science, public administration, or related field. Three (3) years of experience directly applicable to this position, including experience leading the development and implementation of programs and projects. Experience in grant writing.
Licenses and Certifications: Valid driver’s license and satisfactory motor vehicle record.
Knowledge: Knowledge of sustainability topics such as: climate change and adaptation, equity and diversity, renewable energy, greenhouse gas emissions, transportation alternatives, land use policies, sustainable building practices, waste reduction, sustainable food systems, water protection, conservation, and other localized environmental and economic stressors. Knowledge of principals, methods and techniques used in environmental and sustainability practices. Knowledge of sustainable building practices, such as the United States Green Building Code (USGBC), Leadership in Energy and Environmental Design (LEED), and the U.S. EPA’s Energy Star Program. Knowledge of federal, state and local environmental regulations.
Skills and Abilities: Establishing and maintaining effective working relationships with employees, citizens, and elected officials. Communicating effectively both verbally and in writing. Preparing spreadsheets, databases, and the ability to integrate and interpret data from various sources to maintain and report sustainability metrics.
Duties and Responsibilities: Promotes responsible management of resources. Develops, recommends, implements, and assesses sustainability programs, policies, systems or initiatives for City operations and the community. Provides coordination and guidance to City staff, boards, and community organizations to lead City-wide sustainability efforts. Applies for and administers various City environmental grants and manages related special projects. Evaluates costs and benefits of implementing conservation measures, identifies strategies for cost-effective implementation of city-wide sustainability programs and initiatives. Provides technical advisory support to all City departments for programs, outreach efforts, and planning in order to institutionalize sustainability and assists in the incorporation of sustainability principles and practices into their operations. Collaborates with city departments to identify and pursue opportunities that increase operational efficiency and environmental stewardship within the City government and the Community. Recommends programs and technologies that maximize environmental protection, resource conservation to minimize environmental liability and impact. Tracks, measures, and evaluates municipal utility consumption and generates relevant benchmarking reports to demonstrate improvements over time. Tracks, measures, and evaluates community greenhouse gas emissions and generates relevant benchmarking reports to demonstrate improvements over time. Develops and maintains relationships, and acts as City liaison with other regional sustainability partners, governmental agencies, business organizations, non-profit and citizens groups and the public; brings together key stakeholders and establishes effective working groups. Initiates and executes collaborative sustainability efforts with regional, community, area industry groups and public and private agencies. Remains current with sustainability trends and practices. Creates communication materials and coordinates public awareness and education activities through presentations, fairs, website, guide books, user manuals and media to drive sustainable behavior change in both internal and external programs and projects. Prepares and present special and recurring reports; oversees expenditures, prepares bid specifications. Develops and maintains efficient systems to address inquiries, information requests, notifications and complaints from City staff, citizens and the public. Creates the framework for a permanent sustainability program that involves tracking, reporting, financing and demonstration of improvements over time. Implements actions and recommendations from adopted City plans; including the adopted U.S. Mayors’ Climate Protection Agreement; sets priorities based on available resources and direction from City Council and Management; monitors progress; recommends changes; ensures input is received from affected stakeholders; communicates routine updates to city staff and others as appropriate. Performs field verifications of sustainable environmental programs, checking data, consumptions, efficiencies, etc. Identifies and secures private and public sector financing through the identification of grant opportunities; administers grants as appropriate. Performs other duties as assigned.
Working Conditions: Work is normally performed in an office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like. Other duties performed in off-site locations may include exposures to dirt and dust and/or disagreeable sights and odors.
Mental and Physical Abilities: Ability to maintain regular, predictable and punctual attendance. Must frequently sit, stand, walk, talk and hear; use hands to handle objects and reach with hands and arms; and lift and carry light objects (less than 25 lb.). The incumbent must also stoop, kneel, crouch or crawl. Specific vision abilities required by this job include close, color and distance vision. Mental/visual capabilities are required due to sustained periods of concentration.
