Education and Experience:  Two years of vocational or technical school training in construction maintenance or two year college degree.  Bachelor’s degree preferred. Five years of progressively responsible experience in street and bridge construction, maintenance, and repair including three years supervisory experience or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities. 

License and Certifications: Valid Oklahoma Commercial Driver’s License (CDL) Class B or the ability to obtain within one (1) year of employment. 

Knowledge, Skills and Abilities:  Knowledge of management theory and supervisory methods and techniques, including goal setting and program budget development and implementation.  Public works administration practices and methodologies.  Emergency response and recovery involving infrastructure and debris removal.  Current technologies and methods used in street and bridge construction, maintenance, and repair.  Tools, equipment, materials used in street construction, maintenance, and repair.  Occupational hazards and safety rules and regulations.  Skills in planning, organizing, assigning, directing, and reviewing work.  Supervising, motivating, and evaluating staff to obtain effective results and meet established time frames.  Communicating both orally and in writing.  Interpersonal skills necessary to provide effective leadership to subordinates, maintain a variety of internal and external contacts including City officials, labor unions, vendors, and the public; and work cooperatively with superior and subordinate staff.  Analytical skills necessary to evaluate delivery of services, respond to deficiencies by identifying and implementing appropriate corrective actions, develop and administer sound policies, procedures and budgets, and oversee the work of others. Ability to use independent judgement within established guidelines.  Ability to manage complex projects simultaneously, organize work, set priorities, meet critical deadlines, and follow up with minimal direction.

Duties and Responsibilities:  Supervises professional, maintenance, and administrative personnel; plans, schedules, and assigns work; ensures workers are instructed in correct methods and procedures and trained in safe operation of equipment; reviews and evaluates employee performance; takes disciplinary action when necessary.  Supervises and participates in the planning of long and short range goals related to the street and bridge construction, maintenance and repair; develops, implements, and monitors policies and procedures; develops new programs and schedules; and establishes project priorities. Administers the City’s 5-Year Street Maintenance Bond Program including $25 million in street repairs to over 200 neighborhood streets.  Plans, allocates, and monitors time, people, equipment and other resources to ensure efficient organization and operation, satisfactory work quality, safety, and timely completion of work; ensures all work is performed in conformance with appropriate standards and specifications.  Administers emergency response and recovery including snow and ice control, flood control, and debris removal following tornadoes and other severe storms.  Prepares and presents budget for division, administers funds for division, and monitors expenditures to ensure compliance.  Researches and develops equipment specifications, prepares bids, meets with vendors, and recommends and requisitions equipment.  Approves contracted maintenance and repair work; monitors and ensures contract compliance.  Supervises the purchasing and inventorying of equipment, maintenance, and repair parts and materials.  Meets with the public to respond to questions and resolve problems concerning the division; investigates, documents, and resolves complaints.  Ensures workers comply with safety rules and safe work practices.  Provides information, advice, feedback or assistance to supervisors with the division to refine work outputs or resolve problems; interprets and explains safety rules and regulations and department policies and procedures.  Develops and maintains cooperative relationships with other City divisions and departments, outside vendors, and the general public; assists other divisions/departments as needed.  Supervises the preparation of or prepares reports, papers, and other documents appropriate to the department; maintains and updates records and manuals.  Keeps Director informed of division’s activities and problems; provides technical advice to Director.  Represents the City at meetings and through correspondence with county, state, federal, and regulatory agencies.  Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.  Performs other related duties as required.

Working Conditions: Works primarily in an office environment; however, time is spent outside during construction, maintenance and/or repair  activities, and especially during emergency conditions (approximately 20% to 30% of the time) exposed to temperature extremes, dirt, dust, noise, fumes, etc.  On call 24 hours a day, 7 days a week for emergencies.

Mental and Physical Demands:  Ability to concentrate and pay close attention to detail when preparing and reading reports, preparing budgets, or investigating citizen complaints.  Must frequently sit, stand, walk, talk and hear.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.  Limited amount of physical effort required associated with lifting and carrying objects up to 50 pounds; using hands and fingers to handle or operate objects, tools, or controls; reaching with hands and arms; climbing, balancing, stooping, kneeling, crouching, crawling, and smelling.  Ability to maintain regular, predictable and punctual attendance.
