Education and ExperienceHigh school diploma or equivalent.  Three years of experience in oil field production and drilling operations is required.

Licenses and Certifications:  Must possess a valid state driver’s license and satisfactory motor vehicle record. 

KnowledgeApplicable City codes and regulations as they relate to oil and gas drilling.  Methods, materials, and techniques used in the oil and gas drilling and producing industry, both vertical and horizontal drilling and operations. 

SkillsEffective oral and written communications.  Exercising good technical judgment in inspection situations.  Establishing and maintaining good working relationships with general public and co-workers.  Dealing with the public firmly, tactfully and impartially in order to achieve desired goal.

Duties and Responsibilities:  Investigates complaints of leaks, spills and code violations.  Ensures that oil companies have proper insurance policies and ensures that they are updated when necessary.  Inspects drilling and production sites, drilling process, plugging of wells, storage tanks, earthen retaining walls, earthen circulation pits, earthen reserve pits, driveways and approaches, injection lines, and public water supply wells to ensure that companies are following environmental precautions.  Communicates regularly with operators, their agents, and other regulating authorities or bodies.  Files charges of code violations and testifies in court as necessary.  Reviews plats for compliance with ordinances related to oil and gas wells and pipelines. Maintains accurate files on operating wells, plugged wells, bond and insurance policies, and transfers. May occasionally review oil and gas drilling permit applications to make sure that all the applicable information has been submitted and it meets code requirements. Process permit renewals and bills oil companies the proper fee for each well they operate. Performs other related work as required. 

Working Conditions: Occasional exposure of up to 50% of work time to dirt, dust, extremes of temperature, and noxious fumes and odors.

Mental and Physical Abilities:  Concentrate and pay close attention to detail for up to 50% of the work day.  Moderate amount of physical effort required to climb/descent ladders and for constant standing and walking often on ungraded terrain. Ability to maintain regular, predictable and punctual attendance.  Ability to perform all job-related travel normally associated with this position.
