Education and Experience: Bachelor of Science in Engineering or a physical science, or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
Licenses and Certifications: Engineer-in-Training (E.I.T.) Certification desirable. Valid state driver's license and satisfactory motor vehicle record.
Knowledge: Oral and written communication ability equivalent to that normally acquired through a college education. Engineering standards, design principles and alternatives in assigned work areas i.e., paving, storm sewer, sanitary sewer, etc. Engineering maps and records. Available data sources for information required on construction plans.
Skills: Interpreting technical written information to drawings and/or easements. Performing mathematical computations utilizing trigonometry, geometry and algebra. Plotting topographical information. Preparing routine engineering plans. Analytical abilities required to interpret data, recognize discrepancies contained in data, and correct or determine the cause of discrepancies. Interpersonal skills necessary to effectively interact with internal staff, citizens, and other departmental staff in order to give and extricate information in a courteous and friendly manner.
Duties and Responsibilities: Implements the City sidewalk programs including assessing sidewalk conditions, ranking sidewalk projects, bidding sidewalk programs and projects, contract management and coordinating with the American with Disabilities Act (ADA) Coordinator and Technician to provide support for ADA projects. Answers questions from the general public relating to specific projects, problems and general information; researches flood plain information; and privately funded projects; researches sewer riser locations. May prepare graphic, verbal or written responses for these questions. Prepares maps, drawings, or sketches for written or oral presentations as necessary. Performs engineering computations to complete requested projects which may involve applying trigonometry, geometry, algebra, and structural design specifics, etc. Reads and reviews various codes, journals, technical manuals, reports, legal documents and/or files in order to obtain information needed for assigned projects; records notes as required. Computes costs for routine construction to estimate total cost of projects considering all required work and materials. Drafts construction plans and specifications, proposals and contracts for Public Works projects following standard engineering and/or City guidelines and procedures as directed by the City Engineer or Capital Projects Engineers. Obtains information from plats, courthouse files, or actual physical field measurements. Plots topographical information including cross-sections and profiles, and plots line locations and land use information as needed and for reference purposes. Organizes and maintains manual filing systems; reviews, codes, and files documents alphabetically, numerically, or by other designated sorting methods; purges files to locate specific information. Assists in the construction inspection for Public Works contracts as necessary. Cross-trains and provides assistance in performing addressing and permit review functions. Confers with other City personnel to exchange information concerning projects. Files easements and plats at the courthouse. Orders supplies, equipment and materials and ensures adequate level of inventory of the same. Performs other related work as required.
Working Conditions: Works primarily in an office environment; however, time is spent outside (approximately 15% of work time) exposed to temperature extremes, dirt, dust noise, etc.
Mental and Physical Abilities: Mental/visual effort required due to sustained periods of concentration necessary for the design and layout of a project and constant breaks in concentration associated with answering phones or speaking in person to a citizen or staff requiring assistance. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lb.) 5-10% of work time. Ability to maintain regular, predictable and punctual attendance.
