MINIMUM QUALIFICATIONS: Education and Experience: Two to three years progressively responsible related experience or any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the job. Licenses and Certifications: Must possess and maintain a valid Oklahoma driver's license and possess a satisfactory motor vehicle record. Must possess and maintain a certified Property Maintenance and Housing Inspector certification through the American Association of Code Enforcement (AACE) or the International Code Council (ICC). Must possess and maintain a certified Zoning Inspector certification through the American Association of Code Enforcement (AACE) or the International Code Council (ICC). Must possess Basic Code certification from the Oklahoma Code Enforcement Association (OCEA) as mandated by state statute for persons enforcing nuisance codes. Knowledge: City of Norman geographical area and major streets; map reading skills. Oral and written communication skills. Personal computer and various permitting/tracking programs and Office Suite proficiency. Methods and techniques of investigating property ownership. Methods and techniques of
property maintenance inspections. Basic budgetary principles and practices. Principles of business letter writing and basic report preparation. Pertinent federal, state, and local laws, codes, and regulations. Skills: Using tact, discretion, initiative and independent judgment within established guidelines. Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with minimal direction. Planning, organizing, assigning, directing, reviewing and evaluating the work of staff. Ability to read, interpret and enforce applicable city, state, and federal codes, ordinances and regulations related to property maintenance, zoning, and environmental issues. Ability to communicate city codes and ordinances to the general public. Ability to communicate clearly and concisely, both orally and in writing. Ability to establish and maintain effective working relationships with staff, customers, and other government organizations in the course of work. Ability to prepare and maintain accurate records and reporting statistical data for code compliance issues. Exercise good judgment in a variety of situations. Mental and Physical
Abilities: Ability to maintain concentration and close attention to detail with interruptions; making sound decisions and using good judgment; and must communicate clearly. Moderate level of analytical ability necessary in order to provide input into budget, plan work schedules, and evaluate work performed by staff. Interpersonal skills necessary to effectively interact with internal staff, citizens, and other departmental staff in order to give and collect information in
a courteous and friendly manner. Ability to concentrate and pay close attention to detail when reading reports, preparing budgets or investigating citizen complaints. Moderate mobility: duties are usually performed by combinations of sitting, standing, and walking on a frequent change basis. Good vision is required, either uncorrected or corrected through the use of lens. Physical effort required associated with walking, standing, lifting, and carrying light objects (less than 25 lbs.) 15-30% of work time. DUTIES AND RESPONSIBILITIES: Essential Functions: Supervises a group of personnel responsible for enforcing City codes; interviews and hires personnel; instructs employees in correct methods and procedures; trains employees in safe operation of equipment; monitors and inspects work in progress to ensure continuity and timely completion of work; reviews and evaluates employee performance. Actively and routinely patrols an assigned area for code violations and takes all the necessary actions required to achieve compliance. Assigns areas of town for which each inspector will be responsible for enforcing codes; reorganizes areas as necessary to provide as much consistency in
enforcement as feasible. Supervisor monitors process improvement for inspectors and technicians. Monitors, checks and inspects the caseloads of the inspectors. Supervisor administers the tracking software utilized by code inspectors in the field and generates any needed statistics from the software program. Assists and supervises division administrative technician(s) in the performance of duties; and encourages continuous process improvement; trains new personnel in proper methods and procedures. Prepares reports of statistical information on an as needed basis, as well as monthly and annual activity reports outlining any pertinent information as to the number of code violations assigned, abatements, charges filed, etc. Examples of Other Major Responsibilities: Assists in preparing the divisions annual budget; records and monitors expenditures. Answer citizen complaints and attempt to resolve all related issues in a timely manner. Orders uniforms, materials, and equipment needed for Code Compliance Inspectors and Administrative Technicians. Assists in enforcing code complaints and other related duties as required. Performs other related work, duties and responsibilities as required.
WORKING CONDITIONS: Works in an office environment and in the field; time spent outside (approximately 50% of the time) exposed to temperature extremes, dirt, dust, noise, etc.
