Job Description
This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019. This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.
Education and Experience: High school diploma or equivalent. Any experience which provides the knowledge and skills to perform the job duties and responsibilities. Previous experience which has provided a general knowledge of map review and ability to manage complaint investigation.
Licenses and Certifications: Must possess a valid state driver's license and satisfactory motor vehicle record. Must possess or obtain certifications as Property Maintenance Inspector and Zoning Inspector through the American Association of Code Enforcement (AACE) and also Basic Code certification & Property Maintenance Class completion certificate from the Oklahoma Code Enforcement Association (OCEA).
Knowledge: City of Norman geography and ordinances.
Skills: Effective oral and written communications. Reading local codes and regulations, and interpretation of same. Reading maps. Exercising good judgment in inspection situation. Establishing and maintaining good working relationships with general public, co-workers, other departments and outside agencies. Dealing with the public firmly, tactfully and impartially in order to achieve desired goal. Preparing and maintaining accurate records and keyboard entry in a computerized environment. Using personal computer and Microsoft Office Suite.
Essential Functions: Investigates citizen complaints and conducts proactive inspections involving weeds, inoperable vehicles, unsecured structures, property maintenance, off-street parking, zoning violations, sign ordinance violations, easement obstructions, and health violations or other nuisances. Patrols neighborhoods, business districts, etc. to ensure compliance with codes. Instructs citizens by communicating via oral and written methods concerning violations and the necessary action to take in order to achieve compliance. Determines persons responsible for violations and ensures proper notifications are made. Follows up on violations within established time frame to determine if compliance is met. If violation no longer exists, properly closes out electronic file. If a violation still exists, accurate records and proper documentation must occur; ensures that appropriate actions are taken, which could include issuing citations, filing charges in municipal court and/or turning over to contractors for abatement. Monitors the work of City abatement contractors. Testifies in court as an expert witness if charges have been filed against violators of codes. Removes and disposes of signs illegally placed in right of ways and on utility poles. Schedules and performs annual inspections of hotels/motels, salvage yards, mobile home parks, and boarding houses, etc. Issues citations for violations of off-street parking. Monitors garage sales by checking if proper permit has been issued. Closes down sale if proper permit has not been issued. Performs related duties as required.
Mental and Physical Abilities: Ability to maintain regular, predictable and punctual attendance. Ability to concentrate and pay close attention to detail with many interruptions. Learn, interpret, and properly apply City ordinances and codes. Moderate mobility; work requires physical effort associated with walking, standing, lifting, stooping and some climbing. Must be able to perform site inspections. Ability to lift and carry light objects (generally less than 25 lbs.) 10-25% of work time. Work requires physical effort associated with walking, standing, lifting, stooping and some climbing.
Working Conditions: Works primarily outside (approximately 75% of the time) exposed to environmental extremes, which could include and are not limited to heat, cold, wind, dust, noise, precipitation of all forms, etc. with approximately 25% of time in an office environment.
