Education and Experience:  Bachelor’s degree from a four-year accredited college or university with major coursework in Public Administration, Human Resource Administration, Cross-Cultural Communication, Organizational Development, Diversity Management, Social Work, Women’s and Gender Studies, Human Relations, Justice Studies, International Studies, Integrative/Diversity Studies, African & African American Studies, Adult and Higher Education, Political Science, and/or a related field. Three years of experience in the design, implementation, and assessment of organizational development strategies and initiatives; leadership development and coaching; teaching; training, and/or delivering learning content to adults in matters such as workplace equity, diversity, inclusion, community engagement, and community building.  An understanding of the culture, population, and history of Oklahoma and its municipalities is preferred. 

Licenses and Certifications:  Must possess a valid state driver’s license and satisfactory motor vehicle record.  Diversity and inclusion certificates or certifications preferred.

Knowledge:  Human resource development and demonstrable commitment to organizational social justice, equity, diversity, and inclusion.  Culture, custom and social experiences of communities suffering from marginalization, inequities of opportunity, and access to public goods and services.  Diversity issues in a complex organizational setting.  Institutional and systemic racism and its application to government policy and services.  Theories and practices of organizational change management.  Equity and empowerment frameworks for policy, program, and organizational project and program design, implementation, management, and evaluation in a complex organization with a diverse workforce. Principles and practices of public sector organization and program operations, methods and procedures of budget development and monitoring, and public community relations.  Communication strategies to reach diverse audiences.  Community resources and community needs with the City.  Recruitment strategies and methods of reaching and attracting a diverse applicant pool.  Training initiatives to promote and sustain diversity, inclusion, and equity.  Research, data collection, and analysis.  Social media outreach practices on multiple platforms.  Microsoft Office software applications. 

Skills and Abilities:  Skill in demonstrating an understanding of diversity in terms of race, color, national origin, religion, sexual orientation, gender identity and expression, age, and ability.  Effective oral and written communication.  Ability to speak effectively and present information to large and small groups.  Ability to establish and maintain effective relationships with a wide variety of people and diverse groups and businesses.  Exercise of good judgement in decision-making and complex and sensitive situations.  Instruction, persuasion and negotiation.  Analytical skills, including the ability to coordinate and synthesize a variety of inputs from multiple sources, analyze varied and complex information and problems, and plan, develop and present proposals and responsible strategies. Use of Microsoft Office software, including Outlook, Word, Excel, Access, and PowerPoint.  Utilizing computer technology for communication, data gathering and reporting.  

Essential Functions: In partnership with key stakeholders, develops and leads the implementation of the City of Norman’s strategic plan for diversity and inclusivity and regularly reports on efforts and initiatives.  Ensures City diversity, equity, and inclusion policies and practices are aligned with City’s strategic plan; promotes inclusivity, transparency, consistency and accountability.  Serves as both an internal consultant and a change agent; demonstrates sound decision making ability.  Supports the Management Team by providing current research and data related to diversity and equity into decision making and organizational development, ensuring the work is informed by the City’s strategic plan and other feedback and information that becomes available.  Collaborates with Human Resources in developing strategies for the recruitment of individuals of underrepresented, minoritized backgrounds; implements and participates in diversity recruitment events.  Designs and implements a diversity and inclusion training and development program (i.e. implicit bias, macroaggressions, etc.). Trains staff in engagement and outreach efforts toward underrepresented population.  Develops and cultivates strong peer, community and state relationships; promotes, assists, and supports diversity and inclusion initiatives.  Works to identify and remove barriers to participation in community engagement for culturally and economically diverse communities. Advances the City's community engagement efforts by strengthening relationships between the City and community-based organizations, community leaders and networks working on equity and social justice issues and by improving equitable, accessible, and inclusive community engagement across numerous organizations. Serves as a liaison and staff support to the City’s Human Rights Commission, ADA Staff Liaison Committee, and ADA Citizens’ Advisory Committee, and as a liaison between the City and outside organizations.  Oversees the Human Rights Commission’s administrative review of complaints and compiles and reports statistics regarding the filing and resolution or other disposition of such complaints.  Oversees the planning, implementation, and coordination of the Fair Housing Assistance Program, and other fair housing programs, in accordance with local, state, and federal laws and rules and regulations.  ADA Coordinator for City of Norman; Supervises ADA staff. Develops a process with measurable outcomes to guide in the development, implementation, and evaluation of policies, practices, budget allocations, and programs to begin addressing their impacts on equity.  Exhibits management traits that reflect the City’s culture, including intercultural sensitivity and responsiveness, a customer service orientation, trustworthiness, integrity, and an openness to change.  Attends departmental and community meetings and presents information to groups as needed.  Performs other work as necessary and/or as assigned.

Mental and Physical Abilities: Mental effort required due to sustained periods of concentration.  Vision, speech, and hearing sufficient to perform essential tasks. Physical effort required associated with driving, walking, standing, lifting and carrying light objects (less than 25 lb.) 5-10% of work time. Ability to maintain regular, predictable and punctual attendance.

Working Conditions: Works in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
