Job Description

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019.   This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

MINIMUM QUALIFICATIONS:  

Education and ExperienceRequires four-year degree from an accredited college or university in Civil Engineering or related field. Five years of progressively responsible related experience including two years’ supervisory experience is required in order to obtain experience in solving complex work issues and problems.

Licenses and Certifications: Possession of a valid state driver’s license and satisfactory motor vehicle record. Emergency Management training or certifications preferred. Registration as a Professional Engineer (P. E.) by the State of Oklahoma is required.  If out of state, applicant must be able to obtain registration as a P.E. in the State of Oklahoma within six (6) months of employment.  Must possess a valid state driver's license and satisfactory motor vehicle record.  

KnowledgeProfessional knowledge of the principles and practices of civil engineering and public works or utility administration and operation as normally acquired through completion of a Bachelor's Degree in Civil Engineering or a related field or equivalent years of training and experience. Principles and practices of Civil Engineering. Principles and practices of general accounting. Construction methods, practices and procedures. Record keeping, report preparation, filing methods and records management techniques. Administrative principles and practices, including goal setting and program budget development and implementation. Applicable state, federal and local laws, rules and regulations. Methods and techniques of research, statistical analysis and report presentation. Supervisory methods of interpersonal relations and communication including collaboration, teambuilding, motivation, and problem solving; resource and operational planning; and performance management.

Utilities Department Specific: HEC 1, HEC 2, Pipe Dream, Cybernet, Mike Swim and other software related to utility modeling. Design criteria for projects improving water supply, treatment and distribution as well as wastewater collection, pumping, treatment and reuse; solid waste collection and transfer, yard waste composting and recycling; water and wastewater pumping models to assess impact of new developments on existing and proposed infrastructure.

Public Works Department Specific: HEC-RAS and HEC-HMS and other software related to drainage calculations, Design and construction of street and storm sewers. Familiarity with federal funding through ACOG and policy and procedures of ODOT, Local Government Division is a plus.

SkillsAnalytical abilities necessary to apply technical knowledge to practical use by gathering information and researching reports to assist in evaluation of engineering projects, outlining several alternative solutions, and recommending a course of action.  Providing designs for improvements within the costs established and responding to a wide variety of questions regarding engineering projects/work also requires significant analytical abilities. Interpersonal skills necessary to provide effective leadership to subordinates, maintain a variety of internal and professional and public external contacts, work cooperatively with superiors, staff and citizens, and effectively lead subordinates. Researching, compiling, and summarizing a variety of informational and statistical data and materials. Preparing clear and concise reports, correspondence, agenda items and other written materials. Communicating clearly and effectively both orally and in writing.

 

DUTIES AND RESPONSIBILITIES:

Essential Functions: Coordinates with the Public Works Department during the review of development plans submitted to the City of Norman; communicates Utilities Department concerns regarding water, wastewater and sanitation facilities.  Represents the Department in reviewing all development plans submitted to the City of Norman.  Where appropriate the Capital Project Engineer will administer and operate a wastewater model and a water model to determine capacities of the system serving the development and the impact the proposed development may have on the water distribution and wastewater collection system. Meets with engineers and developers to review plans and specification submissions for approval as new developments.  Ensures that the submissions use current engineering standards are compliant with City regulations.  Recommends amendments to City design standards and construction specifications.  Prepares, negotiates, and administers contracts with consulting engineers for design and construction management services and with right-of-way (easement) acquisition firms; prepares request for proposals; interviews and selects consultants; negotiates contracts; prepares necessary agenda items and internal memorandums for City Council or Norman Utilities Authority approval. Reviews all technical design documents; processes consultants pay claim and negotiates amendments when necessary; prepares applications for city, state and federal permits when appropriate. Advertises and evaluates bids for construction contracts; prepares City Council or Norman Authority agenda items and memorandums for Council or NUA approval and contracts; conducts periodic site inspections to ensure adherence to contract as well as local and state requirements; provides solutions to construction problems; issues or negotiates and recommends approval of change orders and prepares necessary documents for Council or NUA approval; processes contractor pay claims. Administers street and storm drainage construction projects. Assists the City Engineer with projects not originating from the Capital Fund; prepares design drawings and specifications; prepares and receives construction bids; administers construction contracts; follows-up on citizen complaints with associated projects. Assists the Utilities Engineer with projects originating from the Water, Water Reclamation and Sanitation Enterprise Funds; reviews development utility reports.  Manages water supply, water wells, water treatment, water distribution, wastewater collection, lift station, wastewater treatment, water reuse, sludge management and associated solid waste construction projects. Performs engineering work for right-of-way or utility easement acquisition; performs ownership and title research; reviews legal descriptions and prepares agenda items; monitors easement or right-of-way files for projects involving federal funds and ensures compliance with federal requirements. Coordinates utility relocations. Performs budgeting and report preparation functions; provides technical support during the preparation of the fiscal budget including detailed construction schedules and associated costs; prepares quarterly and monthly reports for all capital projects. Coordinates projects with other governmental agencies and utility enterprises including, but not limited to, OWRB, ODEQ, BOR, Corps of Engineers, ODOT, FHWA, EPA, Corporation Commission, OSDH, County Health Water Resources Board, State Archeologist, FEMA, USACE, etc. Examples of Other Major Responsibilities: Supervises technical personnel; interviews and hires personnel; instructs employees in correct methods and procedures; monitors and inspects work in progress to ensure continuity and timely completion of work; reviews and evaluates employee performance. Coordinates administrative details with other departments and the public in conjunction with capital projects. Organizes and participates in public meetings to make presentations, discuss project information, and receive public participation on project development and related issues. Prepares verbal and written responses for questions from the public concerning capital funded projects. Performs other related work as required.

WORKING CONDITIONS:  Works in a normal office environment where there are little or no physical discomforts associated with changes in weather such as rain, cold, snow, or heat.  Some discomforts associated with noise, dust, dirt, and the like.

Mental and Physical AbilitiesAbility to maintain regular, predictable and punctual attendance. Mental/visual effort required due to sustained periods of concentration, working under pressure of deadlines, and continual interruptions in concentration from staff and the public requiring assistance. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lb.) 5-10% of work time.
