Education and Experience: Law degree from an accredited college or university. A minimum of five years of progressively complex and responsible related work experience in order to provide quality legal representation and assistance to City staff.
Licenses and Certifications: Admission to State Bar and Federal Bar. Maintain current memberships in the Oklahoma Bar Association and the American Bar Association including continuing legal education requirements.
Knowledge: Municipal, state and federal law affecting city governments. Judicial procedures in all applicable courts. Methods and techniques of legal research, analysis and report presentation.
Skills: Preparing clear and concise reports, correspondence, and other written materials. Public speaking and persuasion. An advanced level of interpersonal and supervisory skills necessary in order to develop cooperative working relationships with employees, senior management, and elected and judicial officials.
Duties and Responsibilities: Serves as primary contact attorney for the Planning Department, Land Use & Zoning issues, Eminent Domain, Code Compliance, and Land Development issues. Represents other City Departments including the Parks Department, appears before the Planning Commission, Board of Adjustment, Board of Appeals, Floodplain Permit Committee and City Council. Maintains related litigation caseload including monitoring, assisting and supervising other attorneys handling litigation matters before the Municipal Court, Oklahoma State Courts, U.S. Federal Courts, and state and federal administrative agencies. Prepares files, and supervises appeals to the Oklahoma Supreme Court, Oklahoma Court of Appeals, and Tenth Circuit Court of Appeals. Supervises preparation of and prepares ordinances, resolutions, charter amendments, and proposed legislation. Renders legal opinion regarding municipal issues. Renders legal advice to City of Norman boards, commissions, department heads and City officials. Attends night meetings of boards and commissions when requested. Performs legal research. Reviews contracts and approves as to form prior to submission before the City Council. Responds to questions and problems as presented by private individuals regarding City business. Performs duties and responsibilities of other Assistant City Attorney II and Assistant City Attorney I when necessary. Maintains and upgrades professional knowledge, skills, and development. Assists in development, implementation and oversees procedures established for the efficient administration of all legal responsibilities of the department. Performs special assignments as requested, to include researching and preparing reports and projects, developing and implementing programs, and presenting legal issues to management, elected officials, and others.
Working Conditions: Work is performed in a normal office environment where there are little or no physical discomforts.
Mental Abilities: Ability to analyze complex legal and/or administrative problems, evaluate alternative solutions, and adopt effective courses of action. Ability to maintain regular, predictable and punctual attendance.
