An Earth Change Permit (ECP) is required for any earth disturbance within the City of Norman. In order to apply for the ECP, the following documents are required.
- A complete Earth Change Permit Application.
- A copy of your stormwater pollution prevention plan (SWP3).
- General location map.
- Site map including sediment and erosion control plans.

BMP Guidance
A variety of Best Management Practices (BMPs) are required during construction activity. The following guidance documents are not an exhaustive list for what can be used on site.
Non-structural BMPs:

- Update the SWP3 template with appropriate site and contact information.
- Review the SWP3 to ensure all best management practices (BMPs), procedures, and other details align with planned site activities.
- Complete the SWP3 by signing the certification statement in Section 8.
General Location & Site Map
Two site maps are required as part of the application:
- General location map: must show surrounding roadways and any waterbodies within a 1-mile radius of the site.
- Site map: must show the following:
- Direction of stormwater flow,
- All areas where stormwater leaves the site, and
- Location of best management practices (BMPs) such as silt fence, construction exits, inlet protection, etc.
Maps provided with the bid package may be used as a base for these maps. Any modifications must be clearly marked with the date of the change and the initials of the person making the revision.
Lake Thunderbird and ARC
Sites located within the Lake Thunderbird watershed or an Aquatic Resource of Concern (ARC) will be subject to more stringent requirements.
Lake Thunderbird watershed:
- Natural buffer of at least 100 feet, or equivalent controls, must be retained.
- A sediment basin is required if 5 or more disturbed acres are draining to a common point.
- Stabilization measures must be completed within 7 calendar days.
- Inspections must be completed once every 7 calendar days, within 24 hours of a storm event, and within 24 hours of a discharge from snowmelt.
- A soil test must be completed prior to applying fertilizer.
- SWP3 template
Aquatic Resource of Concern (within 1 mile of the Canadian River):
- Natural buffer of at least 100 feet, or equivalent controls, must be retained.
- A sediment basin is required if 5 or more disturbed acres are draining to a common point.
- Stabilization measures must be completed within 7 calendar days.
- Inspections must be completed once every 7 calendar days, within 24 hours of a storm event, and within 24 hours of a discharge from snowmelt.
