The City of Norman Citizens’ Academy takes advantage of every opportunity to share information with residents about how their tax dollars are being spent. The Citizens’ Academy is a free, interactive program designed to familiarize the general public with roles, services and operations that comprise Norman City Government. The program focuses on educating residents, business owners and interested persons of Norman on how daily city government operations contribute to building a better community.
ADMISSION INFORMATION:
- Applicants must make a commitment to attend all sessions. Applicants may miss up to five hours of class time, in a 25-hour program, and still successfully complete the program with a certificate.
- For the 2026 academy, sessions are 2-3 hours long during the evenings of: 7/27/26, 8/3/26, 8/10/26, 8/17/26, 8/24/26, 8/31/26, 9/14/26, 9/21/26, 9/28/26, 10/5/26, 10/13/26.
- Applicants must agree to the terms and conditions of the program.
- Applicants must be at least 18 years old and must be able to provide their own transportation.
- Applicants must either be a resident of Norman, Oklahoma; a business owner in Norman, Oklahoma; or employed in Norman, Oklahoma.
- Applications will generally be taken on a first-come, first-served basis.
- Applicants are advised at admission that the primary form of communication from City officials to class participants will be via email.
- The academy is a learning and informational program. Acceptable conduct and attire standards will be maintained by participants so that each session is a positive experience.
- Applicants may be screened to verify age or standings, and in an effort to ensure class safety.
PARTICIPANTS WILL:
- Meet with local government officials.
- Learn how decisions are made, how city funds are allocated and how departments operate.
- Enjoy comprehensive overviews of departments and programs and services.
- Discover the current status and future plans for Norman’s development, traffic, growth management, recreation, environment and other topics.
- Participate in discussions, role-playing, or other interactive activities.
- Tour and view city facilities, receive shirts and/or educational materials.
- Learn about and experience at least one local public meeting.
- Learn how to best navigate official City of Norman communication avenues.
- Become an informed and involved citizen.
OTHER INFORMATION:
- Applications will be accepted through 6/18/26 or until the academy is filled. The academy is capped at 25 participants.
- The City of Norman Citizens Academy is a multi-week course led through the City of Norman Communications Office that culminates with a graduation ceremony. Session dates are outlined in the ADMISSION INFORMATION section above. Upon being accepted into the program, participants will be contacted and given a more detailed schedule. Program courses will take place at various facilities and participants should refer to the course schedule and/or communication from the program coordinator week to week.
- Applicants are advised that email will be the primary means of communication during the program outside of actual class time.
- The City of Norman reserves the right to remove participants from the program.
