What is the Blue Envelope?

The Blue Envelope is a tool that helps drivers with communication challenges during traffic stops or collisions. It informs officers that the driver may communicate differently and gives instructions to make the interaction easier. 

Participation is voluntary and confidential. 

Program Goals

  • Reducing Anxiety: The envelope shows officers that the driver may need extra time or a calm approach
  • Streamlining Communication: The envelope includes tips to support effective communication during high-stress encounters
  • Encouraging Preparedness: It provides a structured way for drivers to keep all essential documents in one place and understand how to present them during a stop. 

How to Get a Blue Envelope

You can pick-up a Blue Envelope at the Norman Police Department, 112 W. Daws Street, Norman, OK 73069. There is no cost and no documentation is required.
