Purpose: To allow Committee members an opportunity to review and discuss changing conditions in the northern portion of the planning area in order to provide direction to the planning team through dialogue in small groups. Given the influences and/or changes described in the Background paper, the following are questions for your group to consider: a. Do you think the areas that can be served by gravity sewer should be proposed for future urban uses? If yes, what should they be? All residential, mixed uses, or, in the case of the intersection of I-35 and Indian Hills Road, should they acknowledge the existing uses/zoning and provide compatible uses with those already in existence? b. With more than 20,000 Norman residents living west of I-35, should the Ruby Grant property be designated as a community park site in the plan, or are there other alternative sites (not in the 100-year floodplain)?
3. Breakout Group Exercise #2 – Eastern Suburban Residential Area (30 minutes) (map - pdf) Purpose: To allow Committee members an opportunity to review and discuss changing conditions in the eastern portion of the planning area, and provide direction to the planning team through dialogue in small groups. Based on the factors outlined in the Background Paper, the planning team (staff and consultants) do not believe that this area will see significant changes, other than possibly minor adjustments to edges on the west boundary of the Suburban Residential Area. This is believed to be true unless the community feels that all or part of the area should be looked at as a future urban reserve. Given the influences and/or changes described in the Background paper, the following are questions for your group to consider: a. Do you agree with the planning team’s perspective on the eastern area? b. Are there areas that you feel need to be changed on the Land Use Plan? What are they, and why do you think they should be changed? c. Would it be appropriate for some portions of this area to be reserved for future urban density development? If so, which areas? 4. Breakout Group Exercise # 3– Urbanized Norman and Core Area Issues and Directions (45 minutes) Purpose: To allow Committee members an opportunity to review and discuss changing conditions in the urbanized areas of the city (including the downtown and older core neighborhoods), and provide direction to the planning team through dialogue in small groups. Given the influences and/or changes described in the Background paper, the following are questions for your group to consider: a) Do you think the City is headed in the right direction with regard to downtown, and should we “stay the course” in terms of implementing the Downtown Revitalization Plan? If not, what should the approach be? b) Which of the seven proposed solutions on page 8 of the accompanying document do you feel would be the best approach(s) to address the problems contained in the Citizen’s Coalition for the Core Area? c) Assuming that there will continue to be pressures for infill development or redevelopment, which three of the nine policies/guidelines on page 9 of the accompanying document do you think would be the most “critical success factors” for good infill or redevelopment in Norman? d) Are there any locations or areas within the community that you believe need special attention or measures put into place to insure that the type of development is appropriate?
