An Update to NORMAN 2020
Land Use and Transportation Plan

Purpose of the Meeting:

bullet Findings and implications of the Community survey

Agenda

  1. Plenary Session - Introduction/Meeting Overview (30 minutes)

    4. Conclusions from the Community Survey
      1. Ten acre minimum in Country Residential Areas is overwhelmingly supported by the community (Survey question 27 – Mail group = 16% say too little, 63% say just right = 79% in favor of retaining; NFC = 75% in favor of retaining; CC = 67% in favor of retaining; PC = 88% in favor of retaining [PLUS Survey question 15-1]); and
      2. Prohibition of all development in flood-prone areas is overwhelmingly supported by the community (Survey question 15-2. – Mail group = 27% somewhat agree, 64% strongly agree = 91% agree; NFC = 85% agree; CC= 100% agree; PC = 75% agree.) This subject will be expanded upon in breakout exercise #2.

  2. Breakout Group Exercise #1 - Findings and Implications of Community Survey (45 minutes) (Request that all participants review and bring their copy of the community survey)
      Background: The purpose of this exercise is to allow Committee members an opportunity to identify findings and implications of the Community Survey through dialogue in small groups.
    1. Conclusions – see d.i and d.ii above; but then;
    2. Beyond the two issues above, what are the three additional most significant issues/findings that your group thinks came out of the community survey? and;
    3. What implications do they have for the plan update? Do these implications have an impact on either the Demand or Capacity analyses?

  3. Breakout Group Exercise #2 – 100-year floodplain in the 10 Mile Flats Area (30 minutes)
    1. Background: Almost all of the land in the 10 Mile Flats area (generally west of 48th Avenue West) is in the 100-year floodplain. Under the current NORMAN 2020 Plan, this area is in the Country Residential Area, which limits lot size to a minimum of 10 acres. Almost all of this area is zoned A-2, which also limits lot size to a minimum of 10 acres.
      Questions for the group to consider:
        In Ten-Mile Flats area is the 10-acre minimum lot size adequate, or should it be larger in this and other floodplains? If larger, how big?
  1. Breakout Group Exercise #3 – Industrial Land Supply (45 minutes)
    Background:
bullet Projected demands for industrial lands are considerably less than supply (demand for 198 acres vs. supply of 1,600 acres). This represents a ratio of slightly more than 8 to 1.
bullet Retaining an excess supply of industrial land would provide for maximum flexibility for future employment opportunities, but would also potentially tie up land in the core area of the city for a long period of time. On the other hand, if the amount of industrial land were to be reduced, it may result in a more compact, efficient land use pattern in the core area of the city, but could potentially limit options for employment growth in the future.
Questions for the group to consider (w/map for reference):
  1. Should the supply of land for industrial uses be retained at its current ratio, or should it be reduced?
  2. If the answer to b. is yes, then which of these areas do you feel should be designated for other types of land uses? What should those land uses be?
