REGARDING THE ADOPTION OF
PROPOSED AMENDMENTS TO THE PROJECT PLAN FOR 
TAX INCREMENT FINANCE DISTRICT NO. 2
UNIVERSITY NORTH PARK
IN NORMAN, OKLAHOMA 
OCTOBER 22, 2019 AND NOVEMBER 5, 2019
TO ALL INTERESTED INDIVIDUALS:
The City of Norman, Oklahoma (the “City”) invites and encourages all interested citizens and other interested parties to attend two public hearing scheduled for October 22, 2019 at 6:30 P.M. and November 5, 2019, at 5:30 P.M. at the Norman City Hall Council Chambers located at 201 W. Gray, Norman, Oklahoma.
The purpose of the first meeting shall be for information and questions, and the second shall be for persons to have an opportunity to be heard concerning proposed amendments to Increment District No. 2, City of Norman (the “TIF”) on the following described property.
The general boundaries of the project area are between U.S. Highway 77 to west of I-35, and from just south of Robinson Street to north of Tecumseh Road.
The specific boundaries of the proposed project area are:  A tract of land lying in the Sections Eleven (11), Twelve (12), Thirteen (13), Fourteen (14), Twenty-three (23), Twenty-four (24), twenty-five (25), and Twenty-six (26) of Township Nine (9) North, Range Three (3) West and Sections Nineteen (19) and Thirty (30) of Township Nine (9) North, Range Two (2) West of the Indian Meridian, City of Norman, Cleveland County, Oklahoma and being more particularly described as follows:
COMMENCING at the Southwest Corner of said Section Eleven (11) of Township Nine (9) North, Range Three (3) West;
THENCE Easterly with the south line of said Section Eleven (11) a distance of 1440 feet;
THENCE Northerly parallel to the west line of said section Eleven (11) a distance of 1980 feet to the POINT OF BEGINNING;
THENCE Easterly parallel to the south line of said section Eleven (11) to a point 360 feet east of US Highway 77;
THENCE Southeasterly parallel to the centerline of US Highway 77 and 360 feet east to a point 800 feet south of Robinson Street;
THENCE Westerly parallel to the centerline of Robinson Street and 800 feet south to a point 1440 feet east of 36th Avenue Northwest;
THENCE Northerly parallel to the centerline 36th Avenue Northwest and 1440 feet east to the POINT OF BEGINNING.
The general boundaries of the proposed Increment District No. 2 are between I-35 and just west of Max Westheimer Airport, and from Robinson Street to Tecumseh Road.

Boundaries of the project area and Increment District No. 2 are shown on the map below marked as Exhibit A. The boundaries are unchanged by the proposed Project Plan amendments. 
The original Project Plan was approved by the City Council of the City of Norman, Oklahoma on May 23, 2006. It was amended by the City Council of the City of Norman, Oklahoma on August 26, 2008. 
The proposed amendments to the Project Plan would reduce the overall funding authorization by $7.8 million and use sales tax increment collected through June 30, 2019 and ad valorem increment collected through the 2019 tax assessments to fully fund the remaining (as amended) projects. The amendments allocate $5.02 million for traffic and roadway improvements at Robinson Avenue at West I-35 and Crossroads Blvd., Tecumseh Rd. and Flood and 24th Ave. NW, Tecumseh Road at Interstate Drive East, and Tecumseh Road at Interstate Drive West. The amendments also allocate $250,000 for Legacy Park Costs (maintenance and a dedicated parking lot), $1.425 million for Economic Development Costs, $5,000,000 for Town Center Costs (previously “Lifestyle Center”), and $5.15 million for Recreation Facilities Costs (previously “Cultural Facilities”) to locate and supplement funding for two Norman Forward projects – a multi-sport facility and an indoor aquatic facility. Finally, $150,000 is allocated for miscellaneous costs.
