Our Mission Statement:
It is the mission of the Legal Department of the City of Norman to provide effective, efficient, professional, informed, progressive and preventive legal advice and services to the City Council, City Manager, City staff and Boards and Commissions of the City of Norman; thereby protecting the rights and
interests of the citizens of the City of Norman and the City as a municipal corporation.
The City Attorney’s office is located in the Municipal Building at 201 West Gray Street. Jeff Harley Bryant is the City Attorney. There are five Assistant City Attorneys: Rick Knighton, Jeanne Snider, Kathryn L. Walker, Leah Messner, and Kristina Bell. Administrative support is provided by two legal administrative technicians: Deedra Vice and Jayme Rowe.
The City of Norman is a municipal corporation. The City Manager is the Chief Operating Officer and the City Council is the Board of Directors. The City Attorney’s Office is the corporate legal counsel for the municipal corporation. The City Attorney’s office provides legal services through prosecution of cases initiated by the City, defends actions brought against the City, provides legal opinions and legal advice on pertinent issues. The Legal Department provides research for the City Council, City Manager, City Staff, Boards and Commissions. A Legal Department representative attends all City Council meetings, attends study sessions as requested, attends various Board and Commission meetings as requested, serves as police legal adviser, and attends police staff meetings. The Legal Department provides legal representation for Municipal Court prosecution and appeals. The Legal Department provides leadership in juvenile crime prevention and truancy programs and the operation of the Dispute Mediation Program.
