City Boards & Commissions

Citizens provide a great insight and knowledge to City government. An avenue that the City of Norman uses to get this insight is through the many boards and commissions of the City of Norman. The members of the boards and commissions help recommend and review policies for the City of Norman, review budgets, and make recommendations to the Norman City Council.

Issues that are dealt with by boards and commissions include:

Boards and commissions create the opportunity for citizens to give their input and expertise into community issues. The various boards and commissions are listed with their functions.

City Council: Policy setting body of the City. The City Council also reviews and approves the City of Norman budget.

Board of Adjustment: 5 member board - hears appeals to the City's  zoning ordinances.  It meets the fourth Wednesday of each month as needed.

Board of Appeals: 5 member board - considers variances to the City's building code.  It meets the third Thursday of every month as needed.

Central Oklahoma Master Conservancy District: 7 member board - reviews operations and maintenance of the Little River Dam and Reservoir and the Lake Thunderbird pumping facilities.  The City of Norman designates three members.  It meets the first Wednesday of every month.

Children's Rights Coordinating Commission: 9 member board - focuses on issues like child welfare, child care, and the sexual exploitation of children and serves as a liaison between the City Council and existing juvenile agencies, organizations, and services.  It meets quarterly on the second Wednesday in January, April, July, and October.

Convention and Visitors Bureau - 9 member board - administers the portion of the hotel/motel room tax fund set aside for the purpose of encouraging, promoting, and fostering convention and tourism development in the City of Norman.  The board has two members appointed by the City Council.  It meets the second Wednesday of each month.

Enforcement Authority: 5 member board - reviews all City Council candidates' campaign contribution and expenditure reports and handles all campaign complaints.  It meets in the spring before and after the Council elections.

Environmental Control Advisory Board (ECAB): 9 member board - investigates, prepares plans for, and recommends programs regarding the preservation and enhancement of the City's environmental quality and administers variance procedures in the air quality control ordinance.  It meets the third Wednesday of every month.

Greenbelt Commission:  Advises the City Council on policies pertaining to the promotion, acquisition, maintenance, and improvement of the open spaces, greenways, and trailways systems in the City of Norman.  Meeting times and locations to be announced.  (3-year term)

Historic District Commission: 9 member board - prepares a comprehensive inventory of all historic resources and a plan to preserve those buildings; reviews historic applications; and makes recommendations to the City Council regarding historic preservations.  It meets the first Monday of each month

Human Rights Commission: Responsible for administering Chapter 7, Civil Rights, of the City Code.

Library Board: Oversees the policies and performance of the Norman branch of the Pioneer Library System.

Norman Cable Communication Commission: Monitors the franchise agreement and the performance of Multimedia, Inc.

Norman Housing Authority: Oversees the policies and performance of the Norman Housing Authority's programs.

Norman Regional Hospital Authority: Oversees the policies and performance of the Norman Regional Hospital.

Parks Commissioners Board: Advises the City Council on citizens' suggestions, the development or improvements of park and recreational facilities, policies, and park land dedication.

Pioneer Multi-County Library Board: The City of Norman has one (1) representative on the board. The board oversees the Pioneer Library System of which the Norman Public Library is a member.

Planning Commission: Reviews proposed changes to the zoning district map, subdivision plats, location of public buildings, and conducts studies of land use plans and proposed land use control regulations.

Reapportionment Commission: Establishes ward boundaries subject to City Council approval.

Social and Voluntary Services Commission: Responsible for evaluating and determining the needs of social and voluntary programs and assessing community and professional groups in the development of a cooperative system of social service agencies.

Traffic Commission:  Responsible for studying the practice of traffic control operations and recommend appropriate policies to the City Council and hear appeals from citizens who have requested and been denied a change in traffic controls at any specific location within the corporate boundaries of the City of Norman.

Tree Board: Responsible for studying, investigating, counseling, and developing and/or updating periodically a written plan for the care, preservation, trimming, planting, replanting, removal or disposition of street trees, public trees and shrubs.  Meets in the Norman Municipal Building Conference Room, 201 West Gray.  (3‑year term)
