Plans, administers, inspects and monitors utility relocations associated with various capital projects funded through the Capital and Utility funds; enforces criteria such as construction standards, code requirements and specifications are met through quality control inspections. Prepares, negotiates and administers utility relocation contracts with utility companies required to relocate for various capital and utility projects; coordinates with utility companies to develop relocation plans to ensure all utility relocation obligations and objectives are met; functions as liaison between the City and/or other utility companies, consultants and the Oklahoma Department of Transportation on federally funded projects to ensure all utility documents are properly submitted and filed; ensures all processes and procedures are completed to ensure federal funding; and conducts routine site inspections to ensure adherence to relocation plans. Schedules and coordinates all necessary meetings one on one with each affected utility as it relates to the specific relocation prior to construction. Schedules and attends all necessary and related pre-construction conferences for utility relocations. Reviews utility relocation plans as compared to project construction plans to identify and correct potential utility conflicts prior to construction. Coordinates in the field during construction with affected utility companies and project contractors to resolve unforeseen utility conflicts. On occasion, as necessary, assists in the preparation of legal descriptions and documents for, and assists in acquisition of public utility easements/right of way, as needed. Works with each utility company to prioritize projects and provides updated project information, schedules, and goals of the City’s overall 5-year capital project plan. Processes invoices and claims, as necessary, as they relate to the utility relocation projects. Works with the City’s force account water, sewer, traffic, lighting, and fiber utilities to accomplish the same tasks and goals as with the private utility companies. Assists the Construction Manager/Engineer with development of in-house utility relocation plans as necessary. Assists in the preparation of related agenda items for approval by City Council; assists in preparing budgets; conducts preliminary inspections and works with the City’s Capital Projects and/or Utility Manager/Engineer to determine the affected utilities and best practicable relocation plan in conjunction with other affected utilities, both at conception to achieve the best budget estimate, as well as during administration of the affected project; and conducts routine inspections to ensure compliance with applicable local, state and federal rules and regulations. Responds to citizens’ questions and inquiries regarding utility relocation projects and development both over the telephone and in person. Performs other related work to assist the Construction Manager/ Capital Projects Manager as required.
Work is performed in a normal office environment (70% of the time) with some exposure to outdoor temperatures, dirt and dust, and/or disagreeable sights and odors.
