All interested persons are hereby given notice that The City of Norman, in conjunction with The Oklahoma Department of Transportation (ODOT), proposes to construct an overpass for Rock Creek Road over I-35 in Norman, Cleveland County. The City of Norman's consultant on this project, Cobb Engineering Company, has scheduled a public meeting to discuss the proposed project. The meeting will be held at 6:30 p.m., Monday, August 4, 2007, in the Council Chambers of the Norman Municipal Building, located at 201 West Gray in Norman.
The purpose of the meeting is to present and discuss proposed location, design, and social, economic, and environmental impacts, tentative construction sequencing and schedules, right-of-way appraisal and acquisition processes involved with the proposed project.
The City of Norman strives to accommodate the needs of all citizens, including those who may be disabled. Norman's public transportation system will soon put even more "Cleveland" in Cleveland Area Rapid Transit as it is expanding service to Little Axe.
CART will implement the rural east Norman route in August and is inviting those interested in the expansion to a public meeting on Aug. 5 at the Little Axe Community Center, 1000 168th Ave. NE (south of Highway 9 on 168th Avenue Northeast) at 7 p.m.
CART hopes to garner feedback from Little Axe stakeholders on how to plan the route, including stop locations, stop times and length of stay in central Norman.
The route will originate and return to CART's main terminal at the South Oval on the University of Oklahoma campus. Upon arrival at the South Oval, passengers may ride any of CART's Norman routes to medical appointments, essential services, education, shopping and even leisurely destinations.
The fare associated with this route has not yet been determined.
Little Axe is located approximately 20 miles from urbanized Norman on Highway 9 East and is technically in Norman city limits.

REAPPORTIONMENT COMMISSION CALLS FOR HEARING ON PROPOSAL
Wednesday July 23, 2008, the Reapportionment Commission produced a proposal redrawing the City Council Wards to put before the public for comment. The public hearing to solicit comment on the proposed changes is scheduled for August 19, 2008 at 7:00 p.m. in the Council Chambers of City Hall, 201 West Gray Street.
The Reapportionment Commission held their annual meeting on July 14, 2008. At that time, they were presented with a report informing them that the difference in population between the largest and smallest ward is 2,752, which is 19.95% of the average ward population of 13,794. Because this overall range among the City Council Wards is approaching 20 percent, the Commission proposed modifications to the ward boundaries to equalize the number of residents in each ward.
The proposed plan reduces the overall range from the mean ward population to 1048, which is 7.6% of the mean ward population. All wards, with the exception of Wards 5 and 7 were modified by the proposal. In addition to equalizing population, the commission strove to minimize the number of precinct splits in order to reduce the opportunity for voter confusion. Commissioners also focused upon keeping neighborhoods and areas of common interest intact.
In accordance with the City Charter, the Reapportionment Commission will schedule a regular meeting at least 10 days after the public meeting to determine whether they will forward the proposed boundaries to Council for action or make modifications to the proposal based on the public's response. All meetings related to reapportionment are posted and open to the public. Maps of the proposal are posted on the City of Norman's website at http://www.normanok.gov/default.htm.

Mayor Cindy Rosenthal is inviting Normanites of all ages to join her on monthly community walks starting next week. The Walk 'N Talk with the Mayor series will highlight different walking areas around Norman each month. The walks throughout the series are family-friendly, free and open to the public.
The first walk will be held Saturday, August 23rd, 9:00 a.m. on the University of Oklahoma campus. Walkers will meet in front of Evans Hall located at the South end of the North Oval for a walking tour of campus. All campus parking lots are open to the public during the weekend.
In 2006, 21 percent of Norman residents had not participated in any sort of physical activity outside of work during the course of a typical month, according to the PRC Community Health Assessment.
"The Walk 'N Talk series encourages the community to get moving," said Lindy Beswick, coordinator of community health and wellness for Norman Regional Health System. "These walks are a great opportunity to talk with the Mayor, find out what is going on in Norman, network, and learn about walking locations in the area - all while getting a one to two mile walk!"
Healthy Community has partnered with Mayor Rosenthal to schedule the walks. Healthy Community, sponsored by Norman Regional Health System, is a growing team of businesses, individuals, organizations, and health care professionals working towards creating a healthier Norman by focusing on four nationally recognized health concerns: hypertension, obesity/overweight, smoking and lack of physical exercise.
